Tax incentive for brewers (beer not coffee)

Pennsylvania legislators are considering a tax break for beer brewers that donate spent grains to farms. The spent grains can be used as feed for livestock and as compost for agriculture. In PA the bill is called the “Brews to Barns” Act, and in 2025 the Texas Craft Brewers Guild had a similar excise tax credit called “Beers for Steers“ which failed to pass.
